That's normal. Planning a pool from scratch is new pool construction; something broken or not running is a repair; and if you just want it clean and balanced every week, that's weekly pool cleaning. A rough, stained finish is usually a resurfacing job. If the tile line is cracked or the coping is loose too, it is often cheaper to do the finish, tile and coping together as one pool renovation than in separate visits. If the water level keeps dropping, start with leak detection before any new finish goes on.
